Anne Sampa is a holder of a Bachelor of Laws Degree (LLB) and member of the Chartered Institute of Arbitrators. She was called to the Bar in 1991 and thereafter worked for Jacques and Partners. In 1993, she joined the Ministry of Lands as Legal Officer responsible for legal aspects in the administration of land and legal opinions in the land alienation system in Zambia.
Ms. Sampa rose to the position of Senior Registrar of Lands and Deeds, responsible for scrutinising and registration of certificate of titles to land holders as well as approval of all forms of deeds. She played a vital role in the legal reforms which culminated in the enactment of the 1995 Land Act, the current authority in the administration of land in Zambia.
She later joined Zambia National Commercial Bank Plc (Zanaco) as Senior Legal Officer and rose to the position of Company Secretary, responsible for the perfection of securities, provision of various legal opinions, and compliance with the Banking and Financial Services Act, Companies Act, Securities and Exchange Act, and the Lusaka Stock Exchange rules. She was also responsible for the administration and timely provision of legal guidance to the Board of Directors.
Ms. Sampa also served as a Commissioner on secondment at the Civil Service Commission of Zambia, while operating as Commissioner at the Small Claims Court.
