Anne Sampa is a holder of Bachelor of Laws Degree (LLB) and a member of the Chartered Institute of Arbitrators.
Ms. Sampa was called to the Bar in 1991 & shortly thereafter worked for Jacques & Partners dealing in litigation. In 1993, she joined the Ministry of Lands as Legal Officer responsible for legal aspects in the administration of land & legal opinions in the land alienation system in Zambia. She rose up to the position of Senior Registrar of Lands & Deeds responsible for scrutinizing and registration of certificate of titles to land holders as well as approval of all forms of Deeds. While at the Ministry of Lands, she played a vital role in the legal reforms which culminated in the enactment of the Land Act, 1995 being the current authority in the administration of land in Zambia.
In 1997, Ms. Sampa joined the Zambia National Commercial Bank Plc as Senior Legal Officer and rose through ranks to the position of Company Secretary. Ms. Sampa’s role in Zanaco was vital in the perfection of securities, provisions of various legal opinions in the banking and financial sector as well as ensuring that the Bank was at all times compliant with the Banking & Financial Services Act, the Companies Act, Securities & Exchange Act, & the Lusaka Stock Exchange rules and all other statutory requirements.
Ms. Sampa was also responsible for the administration and timely provision of legal guidance to the Board of Directors of the Bank and played a vital role between Management of the Bank and the Board of Directors.
She served as a Commissioner on secondment at the Civil Service Commission of the Republic of Zambia while operating as a Commissioner at the Small Claim Court.
